“It’s a safe, secure, streamlined way to get them to register and participate in our democracy,” said Shapiro, speaking on National Voter Registration Day.
But, there is evidence that automatic voter registration that is linked to departments of motor vehicles applications for a driver’s license is fraught with problems.

A New York Times artice in 2018, California Today: More Voter Registration Problems at the D.M.V., “The California Department of Motor Vehicles has come under intense scrutiny this week after admitting that it mistakenly registered 1,500 individuals to vote,… It’s the latest controversy for the agency, which last month announced it had botched 23,000 separate voter registrations.”
Voter registration through the DMV can be an imperfect process, one voter learns in Virginia. Emily McClure and her husband had completed getting their licenses at the DMV and were automatically registered to vote. When they went to vote, neither were registered. “But voters don’t actually register to vote at the DMV, they only apply to register, and without accurate and complete information, elections officials can’t complete the registration process once an application reaches them…registrations getting lost between DMVs and election offices happen often. ”
Hackers attacked California DMV voter registration system marred by bugs, glitches. “The apparent hacking incident was the most glaring of several unexpected problems — never disclosed to the public — in rolling out a project that cost taxpayers close to $15 million”
The state legislature, not the governor, is assigned the legal responsibility to make changes to the holding of elections. The Constitution of Pennsylvania, regulation § 6. Election and registration laws states that “All laws regulating the holding of elections by the citizens, or for the registration of electors, shall be uniform throughout the State, except that laws regulating and requiring the registration of electors may be enacted to apply to cities only, provided that such laws be uniform for cities of the same class, and except further, that the General Assembly shall by general law, permit the use of voting machines, or other mechanical devices for registering or recording and computing the vote…”
If you are a lawfully present non-U.S. citizen, you are eligible to apply for a REAL ID driver’s license or ID card. This also includes non-immigrants.
“The PA House State Government Committee held ten hearings and received input from 52 total testifiers including seven House members. The hearings highlighted and prioritized testimony from county election directors, the Pennsylvania Department of State, national election experts and election experts from other states. Testifiers gave insight on the challenges they faced during the 2020 election.”
Jonathan Marks who was on the hearing for Voter Registration > Chairman’s Recap said that cleaning up the voter registration rolls was a priority with the program that automatically registers to vote those that complete their application for a Pa drivers’ license.
Scott Perry, R congressman, said on Newsmax on 9/19/23 that we want to make sure that those that register are legal voters.
But, given the history of automatic voter registration with DMV drivers’ license application of errors and cyber attacks, having clean voter rolls with this process is not possible.
The National and Pennsylvania Republican party should file a law suit to stop this unsafe method of registering voters and that makes vote manipulation easier.
